The download link rule applies to everyone, so you can either follow that rule (now that you know about it), or don't post. 2dgreengiant is just doing his job as a moderator, and it has nothing to do with griefing you.
Seriously, show some respect to someone who dedicates time and effort to keeping this section clean. You're not a special case, the rules apply equally to you as they do to everyone else.

I also take issue with this. Once you release it to the public, it's released. If you feel like you need to control who can download your work, you probably shouldn't be releasing it.

That's right. I don't believe there is a sticky.
However, being in this section a lot, i've seen this rule applied on numerous occasions.
Either way, it's irrelevant. It only becomes a problem lacking a sticky if he had punished you for it, without you having been aware of the rule.
That's not what happened. A moderator politely asked you to add a different download link. At that point, you either do what he asked, or ask for the thread to be closed.
