keyhash... is that a hash of the key, or just some arbitrary identifier for the key?

arbitrary identifier I believe. called keyhash because calling it keykey sounds dumb

Welp, it does look like the nonce isn't random bytes at least, since the nonce is the same for those Legion_STH.sbt ekeys, and the keyHash is what varies there

Regardless it's stored in the encoded frame data so it's not important that it's not unique for all files
