Is it always correct to use the latest cdns (file) for a game, or is it ever possible to find a case where older files can be found on older servers (in an older version of cdns) while the new servers contain only newer files?

CDN contents are not consistent across CDNs. You should fall back to a different one on 404/hash mismatch
