I have this issue. I edited the spell, spell visual and spell visual kit DBC files and patched them into my private test server and into my client and they changed the spell visuals just fine. When I send them to my friend so he can put them into his identical test server and he patches the new DBCs in the same way nothing changes on his server. Does anyone know what the issue could be off the top of their head?
