There are worldstate that are not bound to a zone, also you can just leave the text blank

Thinking out loud here, I'm thinking I will have the event do a check every 5 seconds to get players within X yards. If a player is found, update the worldstate. Then add their GUID to a vector or list. Then I would rotate through the vector, find online players via guid and remove worldstate if they are no longer in range.
