if i wanted to convert legion would i need download the patch-3.mpq from that expansion?

I highly suggest you open all of Legion's MPQ files in merged mode using Ladik's MPQ editor, and extracting what you need from Legion, or all of it. How these MPQ files work is... newer ones overlay older ones, newer ones contain newer versions of older files in the older ones. So if say for example two patches have file X in them both, file X from the latest patch would be what's applied in-game. That's why merged mode is important, to ensure you get the latest of file X.

Also, what are you trying to downport to? Because there are older game versions which might not play nicely to your conversions. For example if they contain textures too high resolution for these older games. I have theory that Blizzard was very good with memory management, and rightly so, they should be doing that.
