it's my own one. I didn't hardcode block any zone. I think the problem in areatable, but idk what exactly is blocking the weather change there

I recall there being a % chance of a weather type for the area in a table or was it dbc/db2 file. If there is zero % filled it wont let it change

Check to make sure you have correct sockets as in socket 1 socket 2 socket 3 not socket 1 > socket 3, don't skip any. I can see the item socket is greyed out after you did it, potentially you have an invalid socket bonus but it still shows so not sure.
