Yeah I have a edited patch that contains the spell.dbc changes, hell I even added the change to patch2.mpq manually

However, when I look at spells in heidisql I do not see anywhere to change the spell description. But when I edit the DBC files I see it, also when I load up the spell editor it shows the correct tooltip, which I have connected to the DBC folder in the server
