You can do things in raid design, for instance mechanics that require movement are the #1 source of clash between "parse goal" and "completion goals", I think blizzard absolutely has some power over how aligned these goals are on a given fight.

If you take an absolute pure patchwerk fight with a hard enrage and 0 mechanics, or a fight where the boss is immune during the most mechanically challenging phases, those two fights would be close to 100% aligned on "best parse" vs "completion", whereas a boss like Broodkeeper Dathea has a bunch of add pad damage that you can min-max to get degen parses that doesn't really contribute towards killing the boss. There's a spectrum at play here that Blizzard can give some attention to, I think it's a bit silly to pretend all fights are created equally in that respect.
