No, ItemExtendedCost.dbc will only affect alternate currency purchase rules (honor, emblems, etc)

For TrinityCore/AzerothCore/(maybe even all Mangos) it's determined by the "Conditions" sql table in the world database. Azerothcore has some of the better documentation related to how the condition works between the cores, so see here: https://www.azerothcore.org/wiki/conditions

For faction mount vendors, the gossip menu item has a constraint on it. For gossip menu conditions, SourceTypeOrReferenceID column is 14. So taking an example of this human mount seller, Katie Hunter (NPC Entry ID 384), you look up their gossip menu ID from the creature_template table (in this case it's 4004). Then you use that as your SourceGroup in the Conditions table.

In the specific example asked about above, the query to show you the constraint preventing faction purchases in the Conditions table for the human horse vendor in Elwin: **"SELECT * FROM conditions WHERE SourceTypeOrReferenceID = 14 AND ConditionTypeOrReference = 5 AND SourceGroup = 4004". Deleting that should clear the constraint.** You'd have to do that for the other vendors you're interested in (look up their respective gossip_menu_id from the creature_template table, and put that value in SourceGroup).
