if you have the worldserver freeze detection enabled, it will auto-restart the server after a short period of time (in config). Need to disable that

That guide is a little overkill. It's showing how to start TC from scratch from VS.
This is a running process where we don't need to debug the startup sequence. We can just attach the debugger to the already running server
edit: it shows both approaches in the guide, I didn't read it properly
