do i need to declare it somewhere else too?

Smart AI is a entirely diff thing. It overwrites creature_template_spell pretty sure

I tought creature_template_spell is more for pet bar and mind controll spells rather than using it to make creatures cast spells

I find Sai pretty fine for basic npc's and intteractions once u get the hang of it
