ok... for me it looks pretty certain it is one of you integrated addons, which is the cause.
maybe it only happens for you, because your setup is different (other language/locale than others, other os/browser settings, since it is hyperlink related... just a guess in the dark).
you will have to talk with the one doing the exe edits i think

you could also set up a (temp?) VM with win10 as well, trying to run it from there -> if it works there, then something with your win10 install is wonky.
if it still happens, it could be something network related for example... just try it and note down everything you find out ^^

im trying to do some changes in HeidiSQL, with the use of query as ive understood is a great tool. i want to change the whole colum to 100001, and found this example "UPDATE table SET colname = '999'" wich im changing to "UPDATE charstartoutfit SET itemId2 = '100001' " will this work? i dont wanna mess up

learn about transactions.
they should be available in mysql as well.
with those you can do updates and then decide if you wanna roll back to the previous state or commit them
