I have no sniffed them but I would guess npc spell clicks, which invokes server side scripts to validate / move them around.

For some reason that interface gives me Adventure game vibes and now I'm thinking about click-to-move and a fixed camera angle

I tried that when working on ActionCam mod, the hard part is writing intersection algorithm for camera so once it collides with something or there is no clear view of the cameras target it offsets

of course if you use it for a custom game mode you could also just design the map so that isn't a problem
