Dunno about that but you could always make spell override table for spells. Its a quick way to adjust certain abilities without need to edit the spells themselves(and push custom patches; assuming you dont care about spell text values). Though it works best on a funserver... which isn't known for being 'balanced'. it's how we've handled it on Heroes-WoW in the past. It was even expanded on to work within certain maps only(such as pvp maps for pvp balancing). I cannot tell you how to exactly set it up but sure this discord is full of people who could prolly instruct you on how to go about setting it up. If not and you're interested in doing then I can always harass the guy that did it for me for you.
