As I said earlier you can make one yourself in a text editor with publicly available information on e.g. wow.tools/builds, it is just a text file

There's various other sources that track builds as well, wago.tools, BlizzTrack and theoretically if you have a 10.1.7 client you already have all the info you need on disk

I believe the only thing needed for modern .build.infos is a buildconfig, cdnconfig and maybe an install hash that can be retrieved from the buildconfig

Although one thing that would be non-standard compared to official .build.infos is that it should have the private servers CDN hosts instead of Blizzards

You can try capturing client HTTP traffic on startup or find where they changed the patch server address to in the client and request /cdns yourself to get those specific CDN hosts
