Make backups of my dbc folder and the editor's 3.3.5 DBC folder, drop tables, overwrite my spell_dbc (and all the other DBC files that aren't related to the visual kits) and then reimport?

Sounds like you copy + pasted it from another effect, which just created it with a new ID. No issues

I initially deleted it entirely and then recreated it by copying the other (ID 110) part in the kit then just manually typing out the new file name and file path after a friend sent a picture of theirs, so I dunno if ID 148 still exists

It's used in all Hammer of Wrath spells, but after creating the new entry every other rank was also populated with it so if harry says it's fine I'll take his word for it, I'll playtest it in a sec, just wanted to make sure I'm not creating problems for myself further down the line
