could probably be done at least two ways (maybe more, i never checked); flying mounts have this flag in Attributes Ex 4, either manually (or sql query to do that for you) edit every flying mount spell to remove it or, in core, disable check that doesn't allow flying mounts in zones other than north/outland - in azerothcore it's in `SpellCastResult SpellInfo::CheckLocation`, i suspect in other cores have it named similarly

i am not sure if you would need anything else if using 2nd option, maybe some client-side changes are still needed

TBC mount is with a flag, Wotlk mounts are in the core with cold weather flying stuff

I was able to uncheck that attribute in the spell editor and they seem to be working fine for the mounts I want used, if more come in the future I need to use that may change but it works at least for those two

You should be able to just flag the areas you want as flyable and expansion zone.

I think for open azeroth I just set all zones to have flag 0x400
