But if you tell it to move from the ground, up some stairs, and onto a wall, it will happily walk through the air instead of taking the stairs

Depending on the use case, if you don't have a lot of permutations you could spawn them in noggit, generate mmaps and adjust the loading of them.

I've tried that before. It becomes a nightmare to manage having different maps based on server vs client side
