Those are probably just limitations in the creature's gossip menu, not the spell itself

There is nothing in Gossip_Menu or Gossip_Menu_Option that looks correct : /

If its a Faction NPC then indeed you require Exalted to train

Just put Faction 35 for the NPC (friendly) then everyone may train at it
