not reliably because of trigger spells / scripted spells, but `ApplyAura` effect is a relatively good measure

thats actually not issue for what i need if all i need is to check some column value in dbc and dbc override table

because of scripts (and hardcoded core dbc overrides) you can't assume anything about dbc or sql data at all if you need perfect reliability, but for the most part those effect types are very good indicators
