To me, anything that isn't talents/abilities/Specific Class(Mounts/Items) is effectively the shell

we definitely managed to solve most of the technically challenging parts of making classes, including most of the things you'd expect like spells/talents/dungeon finder/equipskills/trainers and all that. the biggest challenges is actually making good content or integrate it into other existing systems or custom ui, but making a class from scratch is a lot of work regardless of the tools you use.
