from my recent experience, periodic triggers or proc triggers ignore cd and mana cost, they probably also ignore reagent cost if i had to guess

you can either try triggerspell2 (separate spell effect type) or script it

if your spell is channeled, the triggerspell2 effects needs to be flagged castable while casting i think, but never tried it
