well for classic where u got 40 man raids u need at least that many online but realitically more like 3-4x that to make at least 1 raid and to have 150 ppl online u need at least 1000 players

in reality there will be ppl on lower lvls or in pvp etc

but obviously if there is 1 guild which is coordinated to raid there then sure 100 players can be enough
