it's really hard to tell without looking at your database.
Going off of chatgpt:

I've tried to spawn already existing class trainers and backtrack all their DB information, it's weird because <@787614711738138634> suggested the Conditions table, but there are trainers which does not have a condition yet display one text for that specific class, one text for all other classes...

So: there's no mention of jessa weaver in conditions, that's true. But jessa weaver has a gossip_menu which is assigned to a certain group of NPC's, in this case, to mage trainers (notably, not ALL mage trainers, most seem to have the gossip_menu ID 4552 instead. But she has 9990 which also seems to be related to mage trainers.
Now, if you go in conditions and filter by '9990' then scroll all the way to the right, you'll see the comment explaining that this set of conditions determines the gossip menu for several circumstances, notable if the player is a mage or not.
