correct, and if someone really wants to use a lower lvl melee abillity for less dmg, now they have the oppurtunity to

in most cases you'd just want the latest rank of the spell anyway, the power cost is normalized in wrath so you wouldn't really gain anything from using a lower rank "melee" attack

there's no reason for rogues as an example to have multiple sinister strikes, since damage is the only difference and not cost
