yes, if you use this aura effect and pass the faction value into misc value then it does work. In this case you use 56, but you can find the values for other factions in Faction.dbc. If you use stoneharry then the setup would look like it does underneath.

if you need to be able to interact with the NPCs like custom vendors and not be able to attack them however thats a facet im not very familiar with, might require reputation or something else.
