Have you made sure to restart the server since you added the item and have you cleared your client's cache

Additionally you can try removing any custom patches to check if they appear correctly

If that is the case I'd suspect certain item types to not produce stats in their tooltip, but I'm unsure if such a system exists in the client

Cleared cache, restarted and moved all my custom patches to a temp folder, nothing. Even if the tooltip was incorrect my character's stats should still increase when I put on the gear, but they don't, even though they are clearly defined in the dbc in front of my very eyes

Well stats again aren't in the DBC but the database of the server

Like the server is either connected to a different database or you're connecting to the wrong server if everything above didn't do anything.
