arc (and mangos too, tbh) had a lot of things that was just worthless internal server checks because the real algorithm wasn't properly replicated

the one you just sent seems to do the job correctly, i've tried a lot with pretty close custom masters and it's working pretty well

before we had that function, hardcoded id check was probably the easiest way to see if it should be enabled or not
