I believe that is where you need to set that, yes. The core should automatically unlearn spells that are the "same spell" but different ranks as long as they're defined properly, so if that's not the spot, there's just another spot. No need to worry about core edits or anything. I think there may be some reference in the spell.dbc itself, but I'm not sure that's relevant to how the core handles it.
