Yeah it can, but in that scenario we'd still end up replacing every adt rather than just the changed ones pretty often so no real net benefit

2 designers / devs editing the same map at the same rough time even at opposite ends of the continent can cause a UID clash.
If you're lucky and the adt's are far enough away to not be loaded at the same time then fine and dandy and we rely on that a lot.
If you're unlucky you get a client crash and the only way to fix that is to regenerate UID's for the whole map, which in the case of EK and Kalim is a lot of ADT's. Because in the background it's an incrementing number from first to last tile every tile _will_ get touched
