if you mean to show vendor items only to specific class, then yes - conditions table.

Does anyone know how Misc Value A works when creating new enchantments? Misc value B 14 seems to be armor and value 15 seems to weapons and misc value A seems to be the enchant itself but I don't know how it's specified, I thought it was supposed to point to spellitemenchantment.dbc but that table is empty for me

If you are talking about SPELL_EFFECT_ENCHANT_ITEM then MiscValueA points to SpellItemEnchantment.dbc entry.
