AC gets more frequent updates, at least compared to TC's 3.3.5 branch, so that might be a concern if client modding isn't the only thing you want to do

Yea you can make core changes and DB changes as well on the server-side

Depends on what you want, if all you want is just a foundation to work on that's unlikely to get changed under your feet, then TC is a better bet. I personally use AC, but maybe I'm overselling it a bit ♀️
