Not really sure. It's an old program, you might need to fiddle with the compatibility settings or run the installer as admin.
I have it on Windows 10 but I installed it easily 10+ years ago.
I have seen people here get it working on Windows 11.

it might not work with retail blps ? as it was mainly made for WC3 and old blp formats
