When creating new instant attack spells, when are you supposed to use normalized weapon damage vs weapon percent damage? If I understand things correctly normalized weapon damage is essentially supposed to nullify the advantage of slower weapons, so casting whirlwind with titan's grip vs two one handers is going to deal roughly the same amount of damage since it'll be based more on your total AP, not weapon damage. So is it better to use normalized damage if you want the attacks to scale more with player stats and weapon% damage if you want to encourage the use of really slow weapons?
