never modded 1.x so im not sure the actual fix but id look for a dbc with per-level stuff i dont *think* it would be coreside scripted

I think sound data can be inside in the wmo, else it's the DBC. You might have broken the DBC since it has a specific order

it's wmoareatable yes, make sure you're editing the correct nameset id
