Read it back, verify no differences. Then manually test in game.

pretty much, read it back into memory and compare it row by row or however you would in php

Reinventing a DBC reader/exporter is a good learning experience but a lot of edge cases to handle, I would reuse an existing algorithm and make it cross platform if that is your aim
