depends entirely on what is corrupt. i don't know of any existing reader that will do that, but the file format itself is relatively straight forward if you want to try to salvage it somehow: <https://wowdev.wiki/DBC>

says there is a duplicate ID in creature model and charsection dbcs. somehow, so now i cant get in them to fix

Pretty simple. Use mysql, start spell editor to create tables, before importing go into the database in SQLyog or a similar IDE and alter the table, unchecking the primary key box on the id column. Import the data, fix the data, then re enable the primary key to check the data is correct
