on windows, it's some kind of special setting for text input, i don't really know how it works but that's what it's called. I don't know what the corresponding setting is called in wine or other emulators

well OS packs with charset for windows most common was i think windows-1252 although i think modern windows is using utf8....if u mean this

system locale is separate from your operating systems normal ability to handle input. It's a very strange name, but it's specific to programs where the input buffer cannot handle unicode

but yes, system locale is very annoying to work with if you play games with other alphabets, but locale emulator helps a lot if you're actually on windows

so if i understand this correctly and assuming its not as simple as just adding language in windows that would mean for example ppl from countries with cyrillic would be able to see everything if i added .ttf files but they would be able to write only in cyrillic even if they added lets say english language and so keyboard in their OS ?

it's not the same as adding the language in windows, system locale is a distinct setting and it only supports one setting at a time, but if you have users writing in cyrillic they most likely already have a cyrillic system locale. If they for some reason don't, they can still use locale emulator to use russian locale only for wow when starting it
