"system locale" is a (very specific) concept in windows that's separate from the normal localization settings or system language. It's used for non-unicode input so it's possible to input things like hanzi or arabic script without proper unicode support

i recommend that you don't for any reason change this on your system unless you have to because it's buggy as hell, use something like locale emulator if you want to try things out

i don't really run games on linux so i don't know how you'd change it there, but i assume there's an easy way to do the same thing locale emulator does on wine or the like

if you don't want to be able to write in those scripts yourself then no, you don't need to do any of that, it's enough to just add a ttf that can display them

i think my head will explode....so if i want to see lets say cyrillic i just have to add .ttf files in patch but if i want to be able to use(write) them i have to do that other thing ?
