As far as I'm aware, Creature_Template is used for creating creatures and basing them off of existing ids, rather than making edits to them.

Normal and elite status are in creature_template. It’s their rank.

Yea most of NPC data is stored in the DB, with a lot of it being in creature_template, I don't know where else you even could change the rank
