It is on read only but the folder automatically reapplies the property no matter what you do.

If you change the ownership then it won't be reapplied

If you then check the box for it to apply on all child elements as well, you can overwrite the default permissions and ownership of all files and any new files

That should allow you to set the user permissions and read/write permissions properly without it resetting
