like where the level lock is written into the code? is it a spell or something with the glues?

^ that's for enabling glyph menu at all, if you want to change glyph levels themselves you have these places: <https://github.com/tswow/TrinityCore/pull/10/files>
and then need to fix up a few client files for the gui for that iirc. i never did it myself

I just found part of the core that handles it, but i imagined there would be something clientside neccessary
