It is, but it would require a core change or either not to use the spellclassmask which is settled and use the correct way to setting a triggerer to another spell together with the procflags

I have a feeling that there is no way to do it without core change since if you will remove the spellclassmask for the spell, it will follow correctly the procflags and procchance but you wont be able to settup from which exact spellclassmask it would be able to proc, bcs procflags its just a flag which says from what kind of spells or either situation it can proc, but then its required to settup from what spellclassmask you want it to proc if you just dont want to settup it the way with procflags, like all magical spells can proc this or an auto attack only or so

Okay, so let me say this.... If I wanted to make a passive on a person that has a chance of adding a debuff (a proc chance of 10%) anytime they cast a arcane spell, is this an easier feat to pull off, i've been at this for hours xD

yeah thats easy, its just combine all the spellclassmasks of spells which you want to trigger it and put them into spell_proc_event table for entryID of the triggerer with correct procflags and thats it, just you might need to create a new spellclassmask for the arcane blast if you want it to be able to proc it as well otherwise it will be still proccing the debuff which is in the core for arcane blast, not sure how that works (creating new spellclassmask)

if you are on wotlk, you can use instead of spell_proc_event table in DB, the collumns in spell.dbc called EffectSpellClassMaskA/B/C to define those spells which can proc it
