you might have an outage so only regional servers can connect, dns can be broken so you can only access ip addresses, you might only be able talk over ipv4/ipv6 etc

for a general heuristic you're not going to get much better than pinging google.com or any other site with a good uptime

obviously, any server involved in the service you're trying to provide would be a better candidate as stated earlier
