I'm pretty sure we determined that enUS and enGB client load Data last but all other locales load the locale folder last

Which is why DBC loading in noggit is so messy, because devs had Russian client

that could be correct, unsure on direct differences of us vs gb, i just knew that atleast some locales can be a big buggy with using early patch numbers
