I find that it's about 50/50 whether someone else (playing a SL race) appears naked to me after teleporting, regardless of whether I'm teleporting or logged out or whatever

Yes, apply the "naked aura" to all players when they log in. They'll see everyone naked for a small amount of time, but once that wears off, the armor for everyone around will load properly
