well yes, but i solved it, by dropping all tables.. else it doesnt work

Weird, the Frost shock is in the table with higher threat modifications on TBC, your sure you checked First rank of the spell? It uses record for First rank and applies to all ranks.

It may be hard coded with the spells id somewhere, visual studio isn't good for finding that.
