Maybe you can tell what the issue is after i explain what i did:
1. convert the BLP to PNG with BLPNG Converter
2. open PNG with Gimp
3. Saving image as 64x64
4. converting the PNG to BLP
5. Putting the Icon in \Interface\Icons folder and in the spellicon.dbc

It doesn't read the SQL data for spellicon, it just loads the DBC
