Yeah, for most items that do things other than stats they are casting spells, so you’d want the spell itself to not be usable in combat.

So we have EXP Boosts that increase stats, but there is a slight exploit where players use them incombat and it restores their mana

What is it you want to do with it? Armor can't generally be equipped during combat, so if you're looking for functionality that is one way to see how that works
